Hey I have been under a very intensive brute force attack and after blocking all other countries I am still getting hundreds of attemps from the US. If I create a whitelist for US IP addresses and block US in the countries blacklist will the whitelist work or does the blacklist go into affect first? IF so that would block ANYONE from accessing.

What might be a better solution for you in the interim is to look into some of the protections provided by CSF if you're not already using it.
Unfortunately right now doing what you're requesting is not functioning as intended. We have a case open for this CPANEL-25539 wherein the add IP range will be removed during nightly maintenance.
