Do you have root access to the server? Your profile indicates you just have cPanel access, so you may need to contact your hosting provider or datacenter to have them check on the file in that directory to see why you can not remove them. They could have odd ownership or permissions that keep them from being deleted.

What helps if you do not have CLI access and quick support to the hosting provider is not possible is to open FTP like FileZilla, then choose directory folder, right-click to change permissions to 777. Ensure you check on the recursive option to make all inner files and sub-directories writeable. These can then be deleted.
