Might be your ISP IP is blocked on server firewall. Are you able to ping server IP from your system ?

That's a path to a log file as opposed to a command. To view it, run a command like this:

tail -100 /usr/local/cpanel/logs/login_log

Ensure to remove any references to real domain names or IP addresses when providing us the log output.
