SOLVED Cannot Register .Gov domain. Need cPanel to allow add-on domain before Registrar setup.

This is regarding a .Gov domain.
The .Gov registrar dotgov.gov will now authorize a new domain until the domain name resolves through the new domain's DNS.
cPanel will not allow adding a domain until the new domain is listed at the registrar.

I am stuck dotgov.gov was to see dns resolution, cPanel wants to the domain registered at the registrar before they will allow adding the domain.

What can I do, I need to for cPanel to allow the add-on domain.....

Here is the cPanel Error:
Error: (XID 2t4f5a) Could not determine the nameserver IP addresses for “MYDOMAIN.gov”. Please make sure that the domain is registered with a valid domain registrar.

Never mind. I just found it in Tweak Settings->
“Allow unregistered domains”
