can't access cPanel login page WHM/cPanel on AWS EC2

I have installed WHM/cPanel on AWS EC2 and the WHM works fine. The only issue is that I can't access the cPanel login (URL) page after I create an account. Neither through URL or from within WHM. The account is being created correctly through. I have already checked and there's no firewall issue for WHM/cPanel posts.
Any suggestion as what might be the issue?

Hello

It's interesting that port 2087 loads normally but port 2083 fails. Run the following command while attempting to access cPanel over port 2083:

tcpdump -n dst port 2083

Do you notice any activity?
