Please have a check on the permissions and attributes of the files like passwd in the /etc directory.

    Also worth a try

    /scripts/upcp --force

    I have done:

    echo > tail /usr/local/cpanel/logs/error_log

Create a new account -> error again

    tail /usr/local/cpanel/logs/error_log

groupadd: unable to open shadow group file
    useradd: unknown group benscom
benscom does not exist, so the password cannot be changed! at /scripts/realchpass line 28

aby, at the same time I have receive this from cpanel support:

    Dave Koston wrote at 2005-11-16 16:41:53 :

Looks like your group shadow file was corrupted (/etc/gshadow). I moved this file to /etc/gsahdow.corrupted and ran grpconv to rebuild the file. You should be able to create accounts now. Please verify that everything is running fine.

So I supposed that this one is the answer.

    Home Directory Permissions

If you changed your home directory, firstly, be sure it exists, then be sure the permissions are set correctly for that directory.

    fix for account creation problem

    Do the following,

    cd /etc
    chattr -i shadow passwd group

This problem I think has to do with the inhibit bit being set on the these files
