can't receive email on external account

dear sir,
i created email account from my cpanel and when i try sending out the email to external account such as gmail,yahoo,hotmail, and other domain it will be sent successfully but i won't be able to receive it.
but when i send email to the email account i created on my vps account it delivers .
what can i do

Check if your port 25 is good.
Go to your terminal and type:

telnet mx1.cpanel.net 25

Or

curl portquiz.net:25

If it times out your provider is blocking the port 25

( the port 25 is the Exim port, which sends out emails )

thanks can you recommend me any good site where i can buy good vps.
other companies i have tried, after setting up and i send about 30,000- 40,000 the emails will be delayed to deliver.
in most cases it take about 6-12 hours to be deliverd.
