Newer RVSkin supports automatic integration of Fantastico.
Make sure Fantastico is installed first.
Go into WHM as root and then click on RVSKIN manager --> Config --> Package Feature manager --> Default Feature List
Enable Fantastico there if it isn't already and also enable it in any other packages that don't use the default.
If this does not help, try to upgrade the rvskin in your server.
