Can't traceroute to IP on server

Hi,

I have a guy who we setup with a dedicated IP and secure cert, however this guy can't access the site or traceroute to it.

We are able to get to the website and traceroute it online and locally.

The weird thing is he can traceroute to the main IP and other IP numbers on this server and can even view the websites.

The traceroute fails on the IP we assigned the account, but only for him.

Anyone know what this might be, is this a data center thing?

Yeah but why for only this IP number, and why for only him?

His IP number is not blocked in the firewall

The IP number also has TCP/UDP set as all and allow connections from everywhere
