I have the exact same problem...
When accessing Chage Site's IP Adress section, the dropdown menu has my Main shared Address deactivated:
    "xx.xx.xx.xx (main shared IP)(shared by root)(dedicated to one_of_the_hosted_domains.com)"

Same issue here as well, I wanted to change my shared ip address and did so, assigned one account to the shared, returned to assign another and the shared also shows, dedicated and is in accessible

    Hello,

This appears to be a case (44583) we have internally filed to fix. It was fixed in our 11.29 builds, but I'm not certain whether those changes were back ported at this time. I'm currently checking into the status. Once I know that information, I'll let everyone know which version(s) should have this fixed.

    Thanks!

As an update, case 44583 has not yet been backmerged into 11.28, so this issue is still occurring. In the meantime to correct the issue, please run the following command:

    Code:
    /scripts/updatedomainips
If this does not fix the issue for the main shared IP to then be selectable for multiple accounts again, please open up a ticket in WHM > Support Center > Contact cPanel or using the link in my signature.

    Hello there,

Is there another fix for this, as I am having the same issues with a VPS, and the suggested action did not change the situation.

The ONLY solution for us was to manually edit /etc/domainips file and REMOVE entry for our shared IP, then we were able to change one more site to the same shared IP and it done the trick! This IP become completely shared, finally!

The issue was repeating over 4 servers we tried this on.
