This feature requires a reseller account with all features enabled to function properly. You are attempting to edit the locale as "root", so it correctly issues the error message you reported. You can only use this feature for reseller accounts with all features enabled. To note, we have an internal case open to clarify this behavior in the UI. For reference, the case number is 56833.

On my CP/WHM i have one reseller account, why this account not show in Live Mode editor option ?

It will only appear if you have enabled the following privilege for the reseller in "WHM Home » Resellers » Edit Reseller Nameservers and Privileges":

"Allow modification of existing locales and creation of new locales"

This is a global privilege, so it's not recommended unless it's a reseller account that you operate yourself.
