I still experience the issue even in 11.38.2.3 with the new phpmyadmin 4.0.5

To update, it's been determined that this is a flaw with phpMyAdmin itself:

phpMyAdmin / Bugs / #4046 Exporting huge Tables causes memory-Problems

The workaround will be to continue to export the database through the command line or by downloading the database in cPanel until phpMyAdmin has issued a resolution for this bug. Case 75085 will ensure a notice is placed in phpMyAdmin informing users that exporting large databases may fail.

This bug is already solved in 4.0.6 released yesterday:

4.0.6.0 (2013-09-05)
- bug #4046 Exporting huge Tables causes memory-Problems

So now, we are waiting for update in CPanel release :)

Yes but when i have problems with customers already...

A newer version of phpMyAdmin is available and you should consider upgrading. The newest version is 4.0.6, released on 2013-09-05.

Depending upon circumstances, we intend to get a fixed version of phpMyAdmin to 11.38 next week.
