I too had searched through the info at
Certmonger - FreeIPA and
certmonger - Linux Man Pages (8) before posting here, and could not find anything in regard to restart.
I've always been under the impression that the certmonger daemon was somehow introduced when cPanel first introduced the AutoSSL feature, as something that helps AutoSSL keep track of the free DV certs that the feature provides, and to assist the process of generating / renewing the free AutoSSL certificates for user accounts / domains.
I don't see anything about it in /scripts/restartsrv_
