cgiemail install error and fatal error on cgiscript page

just turned on a new server installed by host

has newest cpanel and centos

when I add a user and then log in as that user in cpanel I get major errors on cgiscript page

the only script not working to install is CGIEMAIL

I looked in /usr/local/bin and cgiemail is not there

it's in /user/local/cgi-sys I believe

install of cgiemail returns 404 error

Not Found

The requested URL /cgi-bin/cgiemail was not found on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.


the error on the cgiscript page is below

any ideas on what to do to get cgiscripts working right and cgiemail?

the old accounts I migrated that had cgiemail work fine, only new accounts trying to install it are hanging up
