Change client to a dedicated IP

If after I set up a new client's account as a shared ip type is there a way to change it to a dedicated IP account?

I can't seem to find a way to do it in WHM.

In your WHM, it's as simple as:

Main >> Account Functions >> Change Site's IP Address

Nope, it isn't there.
Is it possible my host hasn't enabled it?

WHM build is "WHM 10.8.0 cPanel 10.8.2-C472"

Absolutely! That is a feature that must be granted to the reseller, or you can't do it as a reseller.
