You need to update the nameservers from the domain registrar panel if you want to change the nameservers of any domain.
If you want to change the nameservers on the cPanel server, then you will need to login to the WHM >> Basic Settings >> here you can setup the nameservers you want for your server..

If you don't have root access, check with your web hosting provider to determine which name servers to assign to a domain at it's domain registrar.
