Where can I set the Default value for all accounts to "No indexing"?

As it is now, all accounts are created with default values and the only way to change it is to go inte Index Manager and change it to No indexing. Default values seems to be standard indexing.

I want to change the default value from standard indexing to no indexing.

I know you can add a .htaccess file in the skel directory, but that seems to be the wrong way to do it.

If there is a default setting, you should be able to change it.

    Any ideas?

Adding "Options -Indexes" in the apache configuration should do this.
