Changing from Plesk

I'm looking to change from Plesk to CPanel. I need to know:

1) Does CPanel enable or run the suExec utility for Perl scripts?
2) Do all domains (users) on the server share the same unix group?
3) Is there any problem for CPanel with setting Options +ExecCGI on the path of all domains (we certainly aren't going to tell people to use the 1990's cgi-bin concept in 2006)
