First of all, my apology for being near-completely Web publishing illiterate. That said, I have a Web page that was created by a developer. I have since taken control and been given access to the cpanel administrator. I have a new (amateur) developer attempting to redesign the pages. However, she cannot find the access to the pages to upload the new material.

Any help would be greatly appreciated!

Not sure giving someone access to your files is a good thing. That said your sites files should be located in the public_html directory. You can access that by your cPanel's File Manager or FTP client.

If you're not sure about any of this you might check with your host. They should be able to provide you with all of these details.

The login to ftp is same as your cPanel username and password.
