Charset Files problem

    When I updated my server to 11.25 I start to have a problem.

    If I upload a file by FTP with name image2ção.jpg, when I browser with browser to that image, I receive an 404 error:

    ... image2ção.jpg was not found on this server
    Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request

    I believe that the problem is in the default charset of apache2.
    I try to add AddDefaultCharset ISO-8859-1 to /etc/httpd/conf/httpd.conf but nothing changes.

    I try to put the same in an .htaccess file and nothing chnge.

    When have Cpanel V 11.24 I didn't have this problem.

    Where can I change default charset to ISO-8859-1?
