chroot jail user as parent?

Hi,

In chroot documentation, it say that. The directory in which to ChrootDirectory must be owned by root. If this is true how does cPanel jail their user in their respective directory with having the user as its owner?

I get this error when I try to ChrootDirectory a user to a directory with the user as owner of that directory.
"sftp bad ownership or modes for chroot directory error". It only work if when I change the owner of that dir to root.

Work:
drwx--x--x 14 anseekers anseekers 4096 Apr 26 2018 anseekers/

Not work:
drwx--x--x 7 bfsaanime bfsaanime 4096 May 9 08:44 bfsaanime

Anyone any idea why one work and the other doesn't?
