For some reason why I click on a link on one of my websites too quickly, such as a double-click x2, I get an Error 403 page, which can either be resolved by waiting around 5 seconds then clicking the link again or by refreshing the page.

In addition I'm seeing the following errors in the Apache error_log file when I'm getting the Error 403:

Any idea what could be causing the "client denied by server configuration" error?
