It does appear that if you want to send mail to them, you have to request a block be removed for the specific domain. My domains that send mail to them other than my main IP are still blocked.
My customer forwards his mail to his bellsouth mailbox from his domain. Bounces began 2 days ago. I submitted IP address to bellsouth at 5pm today and 6 hours later customer's forwarding was OK. I am a bellsouth customer as well.

You shouldn't allow users to forward mail to bellsouth. Doing so risks being blacklisted again. It would be better if you could talk the user into forwarding their bellsouth mail to the server.
