It seems that I am only able to execute mailman's command as the root user. Is this normal?

The reason it matters to me is that I wish to have a web-based interface written in PHP that executes mailman commands.

    Anyone tried this?

If your PHP script runs as root via cron, then you shouldn't have any problems. If the script will run via apache, then you'll have to have phpsuexec and add the user the script runs as to the mailman group, but without phpsuexec, you won't be able to do it safely.
