Compile rinetd on CentOS5

How do I go about compiling rinitd on centos 5? I've found very little documentation, and i just did a make install with 0.62.

When I try to bind ports that are not in use, I get this:

couldn't bind to address 0.0.0.0 port 8234 (and many ports that i added)

I also tried it with the server's IP, same issue.

How do I go about this?
