For CPanel server, I believe is here:

    /home/.cpan/build/Mail-SpamAssassin-2.61/rules/local.cf

Stop hovering to collapse... Click to collapse... Hover to expand... Click to expand...

    We placed ours in:

    /etc/mail/spamassassin/local.cf

And I know that this works.

/etc/mail/spamassassin/local.cf <- where mailscanner used for detect spam, but on my box it doesn't affect spamassassin that each user account enable. After exploring for a while we found there is /home/.cpan/build/Mail-SpamAssassin-2.61/rules/local.cf and changes here affect CPanel SpamAssassin.

I knew if a user made his own settings that it ignored mine.

Are you saying that using the othe file does not have that effect?
