I'm working through getting my 1st cPanel installation configured and have a question about local DNS resolvers.

My understanding is that these should be local DNS resolvers that the data centre / ISP uses as standard for it's servers, which means they will be on-site DNS servers (or at least within their network).

I was intrigued by this comment that suggests using the Open DNS resolvers.

What are the pros and cons to using the OpenDNS resolvers rather than the data centre ones?

    either should work just fine
but the closer the dns server the faster the resolution

Yes. P.S. You can add multiple resolvers in preferential order. Your host/dc's resolvers first and open resolvers at the end or as you please.
