Connection MySQL remotely to another cPanel host

Hello All,
I have 2 cpanel hosting accounts from 2 different Hosting companies. One of which is showing error "MYSQL Server is Offline" and also its phpmyadmin is out of order. I want to temporarily link my public_html files from this hosting account to the 2nd MYSQL database (On 2nd Hosting) where mysql is Online.
Is it possibile through remote MYSQL?
If yes,then how can i do this?
