Copy Account DB Users Not Copied

When I copy an account from another server it isnt bringing over the databse users. I am trying to move an entire server over so it isnt exactly as easy as going through replacing the users I was wondering if there is any easy fix for this to pull all database users from one server to another?

huh? /var/lib/mysql is where the entire servers mysql is stored for ALL users. You will have to be more specific if you want somebody to give you more info for solving your problem.
