copying accounts accross

Is it possible to copy accounts from another server using whm / cpanel if i don't have root access ?

Not using the feature in WHM. You would have to use the CPanel backup and restore feature.

Will that backup the email settings and databases ?

Yes. The only thing it won't backup is the mailman lists.

is it possible to download a backup to the server, move it to the other and restore it via ssh?
