I understand how to use DNS Clustering and also how to get it working, my question is:

Do you still need to run dns on your webserver?

My setup contains 1x Web Server and 2x DNS Only servers.

Last time I disabled DNS on the web server I could not get the records to sync for the 2x DNS Only servers...

Yes, you do need DNS enabled for the cluster to work properly.

Disabling DNS is only done really in cases where your DNS is handled
by an outside 3rd party DNS where it is not Cpanel based.

Basically in a nutshell, when using a Cpanel server for hosting and 2 external DNS Only servers in a cluster, everything handling the zones and DNS actually happens on the hosting machine and any changes you make to the local DNS zones is automatically copied to the other servers in the cluster --- simple as that.
