How much money would it be if you bought 3 cPanel liscenses?

Does the liscense expire if you do not use it in a certain amount of time?

I know you can purchase them by month, not sure of the other options.

If you only purchase 3 you do not get any sort of volume discount. It will normally run you ~$50 usd/month to get the monthly cpanel license. Since it is done per month you pay for it even if you do not use it.

Direct licenses last for as long as indicated. (1 year, 2 year, etc) regardless of whether you sync to them or not; that is they will not expire prematurely.
