    If I put index.html in /root/cpanel3-skel

Will that get put in root directory of every account on the server, whether it be a reseller or not?

My goal is to get a file into the public_html folder of resellers, who are own themselves, then when they setup their own clients, that file should not come up when they create their client accounts

When you, as root, or master reseller add a file to that directory, yes it will go to public_html of all accounts you setup as that user. Whether its a new reseller or normal account.

I always add an index.html, error pages and so on.

When a reseller creates an account and his skel is not populated in advance, the account will have nothing in it. He'd have to add his own index.html to his skel on his account first.
