In Progress CPANEL-40053 - Can't use a secondary contact email to do a password reset in cpanel

I was trying to reset the password for a cPanel account using the password reset function, but I was not able to do so using a secondary email address, only the primary.

I confirmed this on two different cPanel instances.

First, I confirmed that the email addresses are showing in the Contact information field in cPanel. Both the primary and secondary email fields state that "Enter a second email address to receive account notifications and password reset confirmations.".

Second, open the cpanel login page, then click Reset password. Enter the username for the account. When prompted for the email address, it will only accept the primary email address, not the secondary.

Can someone clarify that for me, is that the intended behavior?
