cPanel and CloudFlare MX records working but email not working

I have transferred my cPanel account using a backup to a new dedicated server and I gave it a dedicated ip. I setup the DNS to the new ip and it all works except for the email. I set the MX records and they do work and verified using the extol yet when trying to connect to it I get a timeout error. I have also tried changing the MX records to the shared ip and that didn't work. I also tried setting the Exim dedicated ip setting which did not work either.
