cpanel and interchange

Hi ,,

Please help............

The interchange was working absolutely fine.

We had a hard drive replacement .

After that the interchange never worked.

Upon accessing the cart link, we get

/sbin/service interchange restart
/usr/local/interchange/bin/restart

We tried reinstalling interchange, .

Upon starting the cpanel services, we get the message .,

Low traffic settings.
Calling UI......UI is loaded...

we tried installing DBD::Pg from WHM , but no change...
