Cpanel connection time out.

A friend of mine is having issue regarding cpanel. Whenever trying to connect to the site to view it or connects to the file manager site it hangs for a bit then times out. He cannot access anything, such as the website itself. He is behind a linksys router, with ports forwarded, dmz, etc. Any help would be appreciated. thanks
