cpanel creating users with incorrect umask

I am using the latest Cpanel/WHM release. I run apache/php with suexec and suphp. When I create a user in WHM, the umask for that user is set to 002 when it should be 022. If I create the user from a command line, the user has the proper umask of 022. I have searched but can't find a real solution to the problem.

Can you please explain what is meant by "the user has a umask of 002" in the context of what is being seen. Basically, what is specifically getting set to 002 (775) rather than 022 (755)? Are you FTP uploading and seeing this behavior, or are you instead creating a file in File Manager and seeing this happen?
