cpanel error files unable to check htaccess file

cpanel metrics/errors has many entries like:

Translation please?

Hey hey! That pretty much means what it says - either the /home/username/, /home/username/public_html/ directory, or the .htaccess file itself has bad permissions that is keeping the file from being accessed normally. Check all those areas and you'll likely find something off.
