From my cpanel main page (11.25.0-R42404) I don't see a link to "File Manager". Am I missing something or is there an additional RPM I need to install to add file manager?

From your WHM, type in the word Feature into the search box top left corner of page, click in the result, Feature Manager. Click the Edit button next to your Default Feature List, then search the page for the words File Manager and check that it is enabled there.

File manager was enabled but for some reason is not showing up in my cpanel/WHM . I wonder if this is down to the fact that I don't have any accounts configured? I guess I'll just have to continue using FTP until I get this figured out. Thanks for the help anyway though!

Try to update cPanel using this command:
    /scripts/upcp
If it doesn't help then force the reinstallation of cPanel by using this command:
    /scripts/upcp --force
