is there a way to allow any one to access cpanel with out letting them access ssh ?
if i add ALL:ALL in /etc/hosts.allow that will let any one access cpanel and ssh
is there something like cpanel : ALL ??
    so only cpanel is allowed

    Can you clarify?

Are you trying to create a cPanel account that doesn't have shell access? In that case, simply uncheck "Shell Access" when creating/modifying the cPanel account.
