cPanel loading with no images/css

cPanel Access Level
Root Administrator
When i log into a cpanel account i see the cpanel interface like this prntscr.com/el0gqa or prntscr.com/el0fd2. Like the css / images are not loaded/

I'm not using ssl and i think the problem is related to that. The Always redirect to SSL is set to no and the Require SSL is set to on. I tried enable.disable these options but with no luck

Anybody know what is wrong ?
