Do you have root access to the WebHost Manager, or only a cPanel account on a shared host? If you have root access to the WHM, you need to enable the "Mysql" feature for the feature list assigned to the package for your account.

If you do not have root access to the WHM, then your host has not enabled MySQL for your account. You will need to contact your host and ask if this can be added.

If you find no option to create a MySQL Database you'll need to speak with your host to have that enabled on your account.
