The problem is that not all options.
Exemaple: a) Create new account. b) Add package etc. ...

What is so made in this case?

    Thanks.

    Edit:
    http://docs.cpanel.net/twiki/bin/view/AllDocumentation/WHMDocs/CreateAccount
"Your interface may differ slightly from what is documented here. You may not have access to certain options, depending on what type of WHM user you are and how your account is configured. If you require access to a feature or option we have listed here, you will need to contact your system's administrator to request access to the feature."

I have installed cPanel are Owner, what can I do?

as I know root should have all options.
If you are logged as reseller account, reseller's options are defined in Reseller Center.
    Try to run
    /scripts/upcp --force

Make sure that you login to WHM using root username. If you are then once you login click on "Expand All" button and then see if all the options are there or not.
