Hi, Sorry if this is a dumb question. We have a software product that has been designed on IIS / SQL. We would like to test our product on cpanel / My SQL. We want to test internally on a LAN for security reasons, before, if it works OK getting the full product. Can cpanel be installed on a LAN for testing in this way?

cPanel is designed for commercial hosting in a data center environment. It requires static, public IP addresses, and it does not support NAT. This is explained on our requirements page:

    System Requirements | cPanel, Inc.

If the cPanel server will have access to the Internet through its own static external IP address, it should be able to verify its license, but there is nothing built into cPanel to handle NAT (cPanel has no concept of internal/external IP addresses), and that may be a problem for what you propose.
