cPanel per user system usage & limits

Hello guys,

I need to find out the CPU usage, Concurrent Processes, RAM Usage, threads, and load average contribution of each cpanel user on my centOS 5.5 x64 box.

According to this data, I then want to limit certain resources for some users. How can I do that? Does cpanel have any addon or feature that can hadnle this? Would I need a third-party tool for this? If yes, what is that tool?
