If this is happening for all cPanel accounts, please open a ticket using the link in my signature. If it is just for this user, please attempt to reset the password for this cPanel account to see if that resolves the issue.

I'm happy to see the issue was solved in the next build. The reported issue was addressed with an update to phpMyAdmin:

Fixed case CPANEL-26068: Update cpanel-phpmyadmin to 4.8.5-4.
