CPanel return javascript file with bad encoding

I have webpage hosted in CPanel hosting in own VPS (with WHM). And after update cPanel return javascript file on URL <LINK REMOVED> in bad enconding format.
File save in UTF-8 encoding.
Is it possible to set "default" encoding?

Can you give me some more context about what you're doing specifically, how you're determining the encoding is bad as well as any specific errors you're receiving?
