cpanel running TONS of httpd processes

    I installed CPanel on a Fedora Core 4 32-bit VPS and whenever I start httpd it uses unlimited amount of processes. It ends up giving me fork messages because it runs out of processes to use. (Up to 200 httpd processes)

    I have the right start servers and max spare servers in the /etc/httpd/conf/httpd.conf file, any one know of any problems like this? Wondering if its an issue with the Fedora Core template or something, although it didn't do this problem on httpd before I installed Cpanel, httpd ran fine.
