Are there any modifications that could be made to cPanel to shutdown a server if the user has gone over their monthly bandwidth limit?

what sort of customization would cPanel need? Because you already have bandwidth limits for the admin and users right?

Why would you want to shut down the entire server? I assume they have a dedicated server with root access and if so they can edit any modification you make. If not then they are a reseller and cPanel will auto suspend all their accounts.

If they are a dedicated server you should be using the API from your DC to verify BW and shut them down.
